Model Kompetensi dan Strategi Pengembangan Kapasitas Pengurus Kelompok Tani Binaan Bank Indonesia Provinsi Nusa Tenggara Barat

The Representative Office of Bank Indonesia (KPw BI) in West Nusa Tenggara Province plays a strategic role in supporting the development of vanilla farmer groups through empowerment programs. This study aims to develop an ideal competency model for the leaders of these farmer groups, design relevant development programs, and create applicable implementation guidelines. A descriptive qualitative approach was employed, utilizing in-depth interviews, field observations, and document analysis for data collection. The theoretical framework is based on Spencer & Spencer’s competency theory and the concept of capacity building. The findings indicate that farmer group leaders must master five core competency dimensions: technical, managerial, social, financial, as well as digitalization and innovation. The development program focuses on training in organizational management, production efficiency, partnerships and marketing, and the use of digital technology. Program implementation must be well-planned, with clear objectives, defined responsibilities, and a systematic timeline. These findings provide a foundation for guiding institutions to formulate sustainable and adaptive strategies for agricultural human resource development in response to modern challenges.
